300 killed in air strike on breadline in #Syria

Al Arabiya has this report:
At least 300 killed in regime airstrike near Syrian bakery

SUNDAY, 23 December 2012 Alarabiya.net English

More than 300 people were reportedly killed in airstrike near a bakery in the town of Halfaya in the central Syrian province of Hama.

“There is no way to really know yet how many people were killed. When I got there, I could see piles of bodies all over the ground. There were women and children,” Samer al-Hamawi, an activist in the town of Halfaya, where the strike hit, told Reuters. “There are also dozens of wounded people”

Halfaya was seized by rebels last week as part of a campaign to push into new territories in the 21-month-old revolt against President Bashar al-Assad.

The Syrian Observatory for Human Rights said “dozens of people were killed in an air strike on Halfaya.”

“In Halfaya, regime forces bombarded a bakery and committed a massacre that killed dozens of people, including women and children, and wounded many others,” said the Local Coordination Committees, a grassroots network of activists.

“A MiG (jet) has attacked! Look at (President Bashar al-) Assad’s weapons. Look, world, look at the Halfaya massacre,” says an unidentified cameraman shooting an amateur video distributed by the Observatory.

Activists said more than a thousand people had been queuing at the bakery. Shortages of fuel and flour have made bread production erratic across the country, and people often wait for hours to buy bread. More...

Reports of a new massacre in Syria are coming in at this hour. While details are still hard to nail down, apparently as many as 300 men, women and childern have been slaughtered by an Assad regime air strike while standing in a bread line in Halfaya, Syria.

LBC has this story:
Dozens killed in air strike on bakery in central Syria

23-12-2012 17:10
Dozens of people were killed and wounded in an air strike on a bakery in Syria's central Hama province, activists said, with some reporting up to 200 dead.

"We cannot get an exact figure yet because we are still confused about which are dead and which are wounded," one activist said.

The strike hit Halfaya, a town recently seized by rebels in a new push to take territory in Hama. More...

Additional Action Needed on Kidnapping, Attacks on Civilians
December 22, 2012

(New York) â?? The Syrian National Coalition (SNC) sent a clear signal that targeting civilians violates the laws of war. The coalitionâ??s statement on December 19, 2012, condemned attacks on civilians, regardless of their nationality.

The coalition should use its influence to help release civilians kidnapped by groups across Syria and condemn attacks on civilians when they occur, Human Rights Watch said. The opposition Free Syrian Army, which is not controlled by the coalition, should take immediate steps to prevent violations of the laws of war, including taking appropriate action against those responsible for serious violations.

â??The SNC moved quickly and decisively to reject the idea that civilians can be targeted based on their nationality,â? said Sarah Leah Whitson, Middle East and North Africa director at Human Rights Watch. â??By saying clearly there is no legitimate excuse for targeting civilians, the National Coalition sent a strong message to opposition fighters that such attacks violate the laws of war and those responsible should be held accountable.â? More...

SecState[?] John Kerry and his "dear friend" Bashar al-Assad

Follow clayclai on Twitter
President Barack Obama has just nominated Senator John Kerry for the position of Secretary of State.

I believe John Kerry first came to public notice as a member of Vietnam Veterans Against the War in the early 1970's. Probably his introduction to the Senate came in April 1971 when he became the first Vietnam veteran to testify before congress.

More recently he has been a senator himself and chairman of the very same Senate Foreign Relations Committee that he first testified before more that forty years ago.

More recently, he has been President Barrack Obama's point man on US relations with Syria and it's dictator President Bashar al-Assad.

Senator John Kerry with "dear friend" Syrian President Bashar al-Assad

John Kerry visited Damascus as part of the Cardin Congressional delegation in February 2009. While there, Mr. and Mrs. Kerry had dinner with Mr. and Mrs. Assad. He also had private meetings with Assad. He returned from this visit, full of hope for building good relationships between the Assad regime and the White House:
"I believe very deeply that this is an important moment of change, a moment of potential transformation, not just in the relationship between the United States and Syria but in the relationship of the region,"
...
"My hope [is that] in the next days things will begin to emerge that can begin to signal that kind of different possibility."
Seymour Hersh interviewed Kerry about this trip and wrote about it in the New Yorker, 6 April 2009, and he reported on Kerry's hopes:
These diplomatic possibilities were suggested by Senator John Kerry, of Massachusetts, the chairman of the Foreign Relations Committee, who met with Assad in Damascus in February-his third visit since Assad took office, in 2000. "He wants to engage with the West," Kerry said in an interview in his Senate office. "Our latest conversation gave me a much greater sense that Assad is willing to do the things that he needs to do in order to change his relationship with the United States. He told me he's willing to engage positively with Iraq, and have direct discussions with Israel over the Golan Heights-with Americans at the table. I will encourage the Administration to take him up on it.

"Of course, Syria will not suddenly move against Iran," Kerry said. "But the Syrians will act in their best interest, as they did in their indirect negotiations with Israel with Turkey's assistance-and over the objections of Iran."
As President Obama's conduit to Assad, as he developed his new policy of engagement with Syria, John Kerry made numerous trips Damascus during this period. It must have been after one of these trips that the incident reported in Commentary Magazine took place:
Staffers describe their collective cringe when, after a motorcycle ride with Bashar al-Assad, he returned to Washington referring to Bashar as “my dear friend.” Bashar may be a lot of things, but “my dear friend”—an address Kerry used only with a select few, such as the late Ted Kennedy—should not have been one.

And indeed, with Kerry's guidance, relations with the Assad regime were steadily developed. By August 2009, a US military team was in Damascus for talks. A Stratfor analyst summarized the developments to that point:
Syria offering intel cooperation on AQ, Iran, HZ
Syria facilitating March 14 win in Lebanon
Saudi pouring money into Syrian coffers
US and Saudi rewarding Syria with diplomatic recognition (notice how quiet everyone is about Lebanon)
Signs that Syria is moving forward -- big Syrian military/intel reshuffles; Iran threatening to destabilize the Syrian regime; HZ anxiety
this is all covered in our analysis
Less than a year later, in March 2010, an internal Syrian email [soon to be released by Wikileaks] catalogs the developments in the past year from the Syrian pov:
1? Since January 2009, there have been multiple visits to Syria by US officials, including:
? Administration officials, namely Under Secretary of State William Burns, Special Envoy Senator George Mitchell, Assistant Secretary of State Jeffrey Feltman, White House?NSC Senior Director Dan Shapiro, and Counterterrorism Coordinator Daniel Benjamin, among others.

? Members of Congress, such as Senators Judd Gregg, John Kerry, Ted Kaufman and Benjamin Cardin; and Representatives Adam Smith, Tim Walz , Alcee Hastings, Stephen Lynch, Howard Berman, at the head of several congressional delegations.

? High?Ranking military officers from US Central Command.
2? US Officials have repeatedly emphasized the importance of improved US relations with Syria, the positive role Syria can play in the region, and the need for Syria to join peace efforts.

3? On July 28, 2009, the US administration initiated steps to ease American sanctions against Syria, starting with allowing the export of material related to information technology, telecommunication equipment and civil aviation.

4? The US lifted an advisory that warned American travelers about security concerns in Syria.

5? The US is getting ready to send back its ambassador to Damascus.

6? Deputy Foreign Minister Faysal Al?Miqdad was invited to Washington in October 2009 for high?level talks with US officials.

7? Syrian Ambassador to Washington Imad Mustafa has been having regular meetings at the White House, the State Department and Congress with various US officials, after 5 years of boycott.
The next month, April 2010, Kerry was back in Damascus again, according to State Department cables released by Wikileaks.

Maybe Kerry was taken in by the urban upper-class manors of Bashar al-Assad; maybe there was something that reminded him of his Yale Skull & Crossbones days, or maybe it was just the shared class-consciousness of people in power, but whatever caused John Kerry to connect with the dictator, other things were happening in Syria that ultimately should lead to the overthrow of his "dear friend" Bashar al-Assad. The status quo of the entire region was about to be overthrown from below, by the very forces that were never consulted in Kerry's negotiations with Assad.

Already two dictators had been overthrown, in Tunisia and Egypt, Qaddafi was shooting at protesters in Libya and demonstrations were starting to breakout in Syria when Haaretz reported, 24 February 2011:
U.S. Senator John Kerry and Syrian President Bashar Assad reportedly began drafting an unofficial position paper that would define the principles of negotiations with Israel.

U.S. Senator John Kerry, the chairman of the Senate's Foreign Relations Committee and a close associate of U.S. President Barack Obama, has been working together with Syrian President Bashar Assad over the last few months on a plan to restart negotiations between Syria and Israel.
...
Kerry has met with Assad in Damascus five times over the last two years. The issue of restarting Israeli-Syrian talks was raised at all of these meetings, and a few months ago, the two began exploring practical ideas for doing so.

In his public report back, 16 March 2011, at the Carnegie Endowment for International Peace, he said:
"President Assad has been very generous with me in terms of the discussions we have had," Mr. Kerry said. "I think it's incumbent on us to try to move that relationship forward in the same way.
...
"So my judgment is that Syria will move; Syria will change, as it embraces a legitimate relationship with the United States and the West and economic opportunity that comes with it and the participation that comes with it."

As compared with his view on future relations with Syria under Assad, the views he expressed at that Carnegie talk about Libya under Qaddafi were quite hawkish, and sound ironic today, given his non-interventionist stand on Syria:
With Libya on the brink of a humanitarian catastrophe, Kerry stressed that “the international community cannot watch from the sidelines as a quest for democracy is met with raw violence.” Kerry endorsed recommendations by the Arab League and the United Nations to impose a no-fly zone over Libyan airspace and said that U.S. and international leaders should consider “whatever is necessary” to prevent further escalation of violence.

Whether Kerry knew it of not, the day before his Carnegie talk, 15 March was the "Day of Rage," the official start of the Syrian Revolution. Wikipedia describes the day this way:
Simultaneous demonstrations took place in major cities across Syria. Thousands of protesters gathered in al-Hasakah, Daraa, Deir ez-Zor, and Hama. There were some clashes with security, according to reports from dissident groups. In Damascus, a smaller group of 200 men grew spontaneously to about 1,500 men. Damascus has not seen such uprising since the 1980s. The official Facebook page called "Syrian Revolution 2011" showed pictures of supportive demonstrations in Cairo, Nicosia, Helsinki, Istanbul and Berlin. There were also unconfirmed news that Syrian revolution supporters of Libyan descent, stormed into the Syrian Embassy in Paris
...
After the first day of the uprising there were reports about approximately 3000 arrests and a few "martyrs", but there are no official figures on the number of deaths
Since that first day, the death toll has climbed towards 50,000, with hundreds of thousands arrested or disappeared and half a million seeking refuge outside of Syria.

New Syria policy needed

John Kerry has come a long ways since his first days as an anti-war activist, as head of the Senate Foreign Relations Committee and as Obama's man in Damascus, he put a lot of time and energy into a plan that depended on the continued success of one man, or at a minimum, the regime that he represents.

John Kerry had no illusion about what kind of government Assad ran; when he co-sponsored the Syria Accountability Act in 2003 he said,:
The Syrian government has historically ruled by methods such as torture, arbitrary arrest and detention, prolonged detention without trial, and limits on freedom of speech and the press.

Yet he bet on that government and he clung to the hope that Assad would survive, and with him, all those plans the two of them had made together, long after the revolution against his rule had begun. In June 2012, Klein Halevy, a Jerusalem-based contributor to the New Republic, recounted a meeting she had with Kerry in 2011:
Last year, I was part of a group of Israelis who met in Jerusalem with Massachusetts Senator John Kerry. Mr. Kerry had just come from Damascus with excellent news: Bashar al-Assad was ready for peace with Israel. When one of the participants mentioned that demonstrations had begun to challenge Mr. Assad’s legitimacy, Mr. Kerry’s response was: All the more reason to negotiate while he’s still in power.

That was then and this is now. Clearly Assad's "still in power" days are numbered. I'm sure John Kerry and everyone else in the Obama administration realize that now. They refused any military aid to Assad's opposition and even did their best to deny them heavy weapons, but that has only delayed, at great human costs, the inevitable defeat of the Assad regime.

If and when John Kerry takes on the tasks of Secretary of State, I hope he can grab something of the past from his own history as a protester and as a soldier in a rebel army [VVAW] that can help him relate to those who will most hopefully will be running Syria in the near future.

It looks very likely that Syria will be his first big foreign policy challenge. He must realize that all the fancy plans he made over the years with Assad and now as dead as Qaddafi.

He will now have to lead the United States in building a new relationship to Syria with the knowledge that our recent actions and lack of humanitarian concern, has done almost nothing to endear us to the Syrian people, and he will rightfully be seen as one of the chief engineers of that policy.

John Kerry as he appears in my film Vietnam: American Holocaust
What a long strange trip its been!

Russia takes control of Syrian chemical weapons

Follow clayclai on Twitter
Russian Foreign Minister Lavrov has made a statement and reports are coming in at this hour that indicate that Russian forces in Syria have taken control of Assad's chemical weapons.

If these reports are true it should bring a huge sigh of relief from the people he might chose to use them on in his desperation. We should also hear a sigh of relief in the region and throughout the world if it means that those stockpiles are now in safer hands and now less of a pawn in the whole Syrian situation.

Presumably the Russians can keep them out of opposition hands as well, including the jhadists, and won't be inclined to share them with Hezbullah either. This would also relieve the West of the excuse of intervening after the victory in the name of protecting Syria's chemical weapons.

Of course the Russians will probably use their control to bargain with the opposition but that bridge can be crossed latter.

Generally a good development all round, I would say.

I wonder if the White House had some "heads up" from the Russians and that's why they said that they didn't consider recent movements of Syria's chemical weapons a violation of Obama's red-line.

More below the fold and even more later!!!

BREAKING: Lavrov says Assad not welcomed in Russia!
see below

From CNN we have this report:
Russia: Syria consolidates its chemical weapons

By CNN Staff
December 22, 2012 -- Updated 1708 GMT (0108 HKT)
Syria has consolidated its chemical weapons into one of two locations from its usual places scattered across the country, Russia's foreign minister said Saturday.

The move comes as unrest in the country extends to nearly two years, with rebels making gains recently.

"As of right now... the [Syrian] government is doing all it can to safeguard those weapons," Russian Foreign Minister Sergei Lavrov said, according to Russia's RIA Novosti news agency.

"We are following all leads concerning chemical weapons," the foreign minister said, adding that the consolidation was a measure to assuage fears that such weapons could end up in "the wrong hands," the agency reported. More...

The Israeli based and intel savy DEBKAfile put it more bluntly:
Russian forces take Syrian chemical, biological weapons under control

December 22, 2012, 2:48 PM (GMT+02:00)
The chemical warfare threat looming over Syria’s civil war and its neighbors has taken an epic turn with the announcement by Russian Foreign Minister Sergei Lavrov Saturday, Dec. 22, that “the Syrian government has “consolidated its chemical weapons in one or two locations amid a rebel onslaught and they are under control for the time being.”
He added that Russia, “which has military advisers training Syria’s military, has kept close watch over its chemical arsenal.”
debkafile’s military and intelligence sources report: The Russian foreign minister’s statement was a message to Washington that the transfer of Syria’s weapons of mass destruction to one or two protected sites was under Russian control. This had removed the danger of them falling into the hands of the al Qaeda-affiliated Jabhat al-Nusra ,which had come ominously close Friday, Dec. 21, when the Islamists spearheaded a Syrian rebel assault for the capture of the al-Safira military complex and Bashar Assad’s chemical and biological stores.

Lavrov did not go into detail about how this arsenal was removed and to which locations. But his reference to “Russian military advisers training Syria’s military” clearly indicated that Russian forces were directly involved in removing the WMD out of the reach of the Jabhat al-Nusra terrorists.
His assertion that they were “under control” indicated that Russia was also involved in safeguarding them.

debkafile’s Moscow sources add: Russia’s military intervention in the Syrian civil war achieved four objectives:

1. The prevention of Western or Israel military action for seizing control of Syria’s chemical and biological weapons arsenals;

2. The prevention of Western military intervention in the civil war behind the forces dedicated to the removal of Bashar Assad. The Russian military is now engaged in the dual mission of guarding his WMD arsenal and his regime;
3. The Russian military presence in Syria delivers a heavy swipe to the rebels;
4. Russia’s intervention and military presence have laid the groundwork for Moscow and Washington to work out an accord that will bring Syria’s civil war to an end. More...

EAWorldView has this further report:
1200 GMT: Russian Foreign Minister Sergei Lavrov has pulled back from comments by President Vladimir Putin distancing Moscow from the Syrian regime, declaring: "Listen, no one is going to win this war. Assad is not going anywhere, no matter what anyone says, be it China or Russia."

Lavrov repeated that Russia had rejected requests from countries in the region to pressure Assad to go or offer him safe haven, and said his exit might lead to an upsurge in fighting:
Some regional powers suggested that we tell Assad we were ready to accommodate him. And we replied: "Why do we have to do it? If you have these plans, go to him yourselves directly."

On Thursday Putin said in a press conference, "[We are] advocating the solution which would prevent the collapse of the region and the continuous civil war....not retaining al-Assad and his regime at any price."

Lavrov also said the regime's chemical weapons had been concentrated in one or two areas and were "under control" for the time being. He claimed the biggest threat was that the weapons could fall into the hands of militants.

Form the Hurriyet Daily News we have this report:
Russia says it won’t host Assad but others welcome

December 22 2012, 10:58:31 pst

Russia’s foreign minister Sergei Lavrov says Moscow would welcome any country’s offer of a safe haven to Syrian President Bashar Assad, but underlined that Moscow itself has no intention of giving him shelter if he steps down, AP has reported.

Russia has used its veto right at the U.N. Security Council to protect its old ally from international sanctions, but it has increasingly sought to distance itself from Assad.

Lavrov told reporters late Friday that countries in the region he wouldn’t name publicly had asked Russia to convey their offer of a safe passage to Assad. He said that Russia responded by telling them to go directly to Assad.

"If there is anyone willing to provide him guarantees, they are welcome!" Lavrov told reporters on board a plane returning from Brussels where he attended a Russia-EU summit. "We would be the first to cross ourselves and say: "Thank God, the carnage is over! If it indeed ends the carnage, which is far from certain."

He also said the Syrian government has pulled its chemical weapons together to one or two locations from several arsenals across the country to keep them safe amid the rebel onslaught.

"According to the information we have, as well as the data of the U.S. and European special services, the government is doing everything to secure it," he said. "The Syrian government has concentrated the stockpiles in one or two centers, unlike the past when they were scattered across the country."

U.S. intelligence says the regime may be readying chemical weapons and could be desperate enough to use them. Both Israel and the U.S. have also expressed concerns they could fall into militant hands if the regime crumbles.

Lavrov added that U.N. peace envoy for Syria, Lakhdar Brahimi, would visit Moscow for talks before the year’s end.

Russia says West has 'no appetite' for Syria intervention

Russian Foreign Minister Sergei Lavrov said on Saturday he believed Western powers had no desire to intervene in the Syrian conflict, AFP reported.

"I have a feeling that no one has any appetite for external intervention," Lavrov told journalists travelling with him on a flight to Moscow from an EU-Russia summit in Brussels, quoted by the ITAR-TASS news agency.

"I even have the feeling that they are praying for Russia and China to continue blocking permission for external intervention. Because if there is such a decision, they will have to act, and no one is ready to act," he said. More...

Russia Says It Won’t Play Role in Ousting Assad

By ELLEN BARRY and KAREEM FAHIM
Published: December 22, 2012
MOSCOW — The foreign minister of Russia, which is among Syria’s most reliable allies, said Saturday that several countries were offering asylum to President Bashar al-Assad to get him to leave Syria, but that Moscow would not mediate on their behalf, according to Russian news services.

“Several countries in the region have turned to us and suggested ‘Tell Assad we are ready to fix him up,’ ” the foreign minister, Sergey V. Lavrov, told reporters who accompanied him on a flight home from the Russia-European Union summit meeting in Brussels, in comments carried by the Interfax and RIA-Novosti news agencies. “And we answered ‘What do we have to do with it? If you have such plans, approach him directly.’ ” More...

Syria: Assad Regime enters the Deathwatch Phase

Follow clayclai on Twitter

The situation in Syria is looking more and more like the end game for Bashar al-Assad. Even Russian President Putin has been heard to say "Bashar who?"

The problem is that it looks like he is trying to kill as many Syrians as he can before he goes. He is wildly firing off unguided Scud missiles at his own country and has been using all manners of death dealing weapons, everything short of chemical weapons, against civilian targets.

The articles below the fold deal with some of this. What they don't deal with is the growing refugee crisis with as many as a million refugees leaving Syria or the critical situation with regards to food, shelter, heat and basic services for millions more still stuck in the war zone that most of Syria has become.

Protest in al-Qadam, Damascus | We Will be Victorious | 21 Dec 2012

From the Strategy Page today we have this assessment of the poor prospects for the Assad regime:
The Deathwatch Phase

December 21, 2012: The Syrian rebellion is now in its deathwatch phase. The government is doomed and its forces grow weaker every day. It’s only a matter of time before the government losses control of the entire country and surviving officials flee for sanctuary. Allies (Iran, Russia, China) have been quietly offering refuge to Assad and his senior aides. President Basher Assad keeps making public announcements that he has no intention of leaving. The same can’t be said about the several thousand senior officials he depends on to control the country. Many of these people have committed known criminal acts over the decades and have to fear rebel retribution if they are still in Syria when the rebels win. Many of these officials have already sent their families into exile and when these army and government leaders join their families in large numbers, you’ll know it’s the end. That is expected to happen within the next few months, or weeks.

At the moment the government is calling more and more of its most reliable troops back to Damascus to defend the capital. Despite weeks of government air and ground attacks, rebel gunmen and Islamic terrorists continue to operate inside Damascus. You can hear the gunfire and explosions from downtown where the ministries and major business headquarters are located. The second largest city (after Damascus), Aleppo, is almost completely under rebel control. That includes dozens of military bases, and most of the weapons and munitions stored there. The government troops have died, been captured, deserted or, most frequently been moved to another part of the country.

The big fear in the West is that Assad may turn his chemical weapons (especially the nerve gas) over to Hezbollah or these weapons may be seized by rebel groups that are also Islamic terrorists intent on attacking the West and Israel. Hezbollah, as a creation of Iran (in the 1980s) could have gotten nerve gas from Iran at any time since then. But that stuff, if used, could be traced back to Iran with dire consequences for Iran. The Syrian stuff, created by a Syrian dictator recently removed from power, would be another matter. In any event, this is not a huge deal as nerve gas is vastly overrated as a terrorist (or military) weapon.

A more immediate problem for the victorious rebels is getting the economy going again. Many key officials (business owners and government officials) who took care of that will be gone after the rebel victory. As was discovered in Libya, putting the economy and government back together is not easy. The same can be said about restoring law and order. As in Libya, Syria will have dozens of major militias, and hundreds of smaller ones, all making demands on the new government and threatening violence if they don’t get their way. Rebel leaders, while still on speaking terms with each other, are already trying to work out the rules for a post-Assad Syria. More...

Also today, Vivienne Walt addressed one of the main reasons Assad's fight might be coming to an end in Time World:
Assad’s Cash Problem: Will Syria’s Dwindling Reserves Bring Down the Regime?

With more than 40,000 people killed in Syria’s devastating war, and about three million people driven from their homes, Western and Arab leaders are grappling with one question: How and when does all this end? The answer, say some, might lie not in the horrific bloodshed but in a simpler factor: money. Economists say President Bashar Assad’s regime has effectively gone broke, and is running out of ways to raise revenues and keep most of its soldiers properly fed and paid. “The economy is the basis of everything,” says Samir Seifan, a prominent Syrian economist who fled last year. He spoke by phone from Dubai. “Without services, boots, money, you cannot do anything. If the government cannot finance the army, they [soldiers] will simply go away.”

That tipping point, in which the government faces all-out financial collapse, seems to be drawing near—between three to six months from now, according to the calculations of Seifan and others who have examined Syria’s finances. Already, Assad has abandoned about 40% of the country’s territory to rebel forces, withdrawing his troops from the ground while his jets continue aerial bombing, apparently because the army is too thinly stretched to defend both rural areas and the government-held pockets of Damascus and Syria’s most populous city, Aleppo. And while Assad appears still to have considerable resources in Damascus, the economic indicators suggest his country is in free-fall, and that he has little way to generate fresh cash—at least not without appeals to allies. More...

The NY Times reported yesterday about how Assad has now simply adopted the policy of slaughtering as many civilians as he can without crossing Obama's red-line by using chemical weapons:
Syria Unleashes Cluster Bombs on Town, Punishing Civilians

By C. J. CHIVERS
Published: December 20, 2012

MAREA, Syria — The plane came in from the southeast late in the afternoon, releasing its weapons in a single pass. Within seconds, scores of finned bomblets struck and exploded on the homes and narrow streets of this small Syrian town.

After the screams and the desperate gathering of the victims, the staff at the local Freedom Hospital counted 4 dead and 23 wounded. All were civilians, doctors and residents said.

Many forms of violence and hardship have befallen Syria’s people as the country’s civil war has escalated this year. But the Syrian government’s attack here on Dec. 12 pointed to one of the war’s irrefutable patterns: the deliberate targeting of civilians by President Bashar al-Assad’s military, in this case with a weapon that is impossible to use precisely.

Syrians on both sides in this fight have suffered from the bloodshed and sectarian furies given dark license by the war. The victims of the cluster bomb attacks describe the tactic as collective punishment, a mass reprisal against populations that are with the rebels. More...
